INVESTMENT INCENTIVE SECTORS IN 2021


Sectors Eligible for Investment Incentives in Vietnam

A total of 32 sectors eligible for special investment incentives effective from March 26, 2021 are stipulated in Appendix II of Decree No. 31/2021/ND-CP issued by the Government of Vietnam.
Specifically, these 32 specially incentivized sectors are classified into the following fields:

I. HIGH TECHNOLOGY, INFORMATION TECHNOLOGY, SUPPORTING INDUSTRIES
  1. Application of high technology included in the List of High Technologies Prioritized for Investment and Development promulgated by the Prime Minister.

  2. Manufacturing of products included in the List of High-Tech Products Encouraged for Development promulgated by the Prime Minister.

  3. Manufacturing of products included in the List of Supporting Industry Products Prioritized for Development in accordance with Government regulations on supporting industry development.

  4. High-tech incubation; incubation of high-tech enterprises; venture capital investment for high-tech development; application, research, and development of high technology in accordance with the law on high technology; production of biotechnology products; training of high-tech human resources; provision of high-tech services.

  5. Manufacturing of software products, digital content products, key information technology products, and software services in accordance with the law on information technology; manufacturing of cybersecurity products and provision of cybersecurity services meeting statutory requirements; manufacturing of products derived from scientific and technological research results in accordance with the law on science and technology.

  6. Production of renewable energy, clean energy, and energy generated from waste treatment.

  7. Manufacturing of composite materials, lightweight construction materials, and rare materials.

  8. Manufacturing of products included in the List of Key Mechanical Products promulgated by the Prime Minister.

II. AGRICULTURE
  1. Cultivation, care, protection, and development of forests; development of production forests in barren land and bare hills; planting large timber forests and converting small timber forests into large timber forests; development of non-timber forest products; restoration of natural forests.

  2. Farming, processing, and preservation of agricultural, forestry, and aquatic products; processing of non-timber forest products.

  3. Production, propagation, and breeding of crop varieties, livestock breeds, forestry plant varieties, and aquatic breeds; development of high-tech forestry plant varieties.

  4. Production, extraction, and refinement of salt.

  5. Offshore fishing combined with the application of advanced fishing gear technologies; fisheries logistics services; construction and repair of fishing vessels.

  6. Maritime search and rescue services.

  7. Investment in research and production of biotechnology products used as food.

  8. Manufacturing of wooden products; production of engineered wood products, including plywood, finger-jointed boards, and MDF boards.

III. ENVIRONMENTAL PROTECTION AND INFRASTRUCTURE DEVELOPMENT
  1. Centralized collection, treatment, recycling, and reuse of waste.

  2. Construction and operation of infrastructure for industrial parks, export processing zones, high-tech parks, and functional zones within economic zones.

  3. Investment in the development of water plants, power plants, water supply and drainage systems; bridges, roads, transport infrastructure, and railway industry; airports, seaports, inland waterway ports; airports, terminals, and other particularly important infrastructure projects as decided by the Prime Minister.

  4. Development of public passenger transportation systems in urban areas.

  5. Investment in construction, management, and operation of markets in rural areas.

  6. Investment in development, operation, management, and business of technical infrastructure facilities of industrial clusters.

IV. CULTURE, SOCIAL AFFAIRS, SPORTS, AND HEALTHCARE
  1. Construction of social housing and resettlement housing.

  2. Investment in and operation of facilities for hygiene and epidemic prevention and control.

  3. Scientific research on pharmaceutical formulation technology and biotechnology for the production of new drugs, new veterinary drugs, vaccines, and veterinary biological products.

  4. Manufacturing of pharmaceutical ingredients and essential drugs; drugs for prevention and treatment of social diseases; vaccines; medical biological products; herbal medicines; traditional medicines; drugs nearing patent expiration or related exclusivities; application of advanced technologies and biotechnology to produce medicines for human treatment meeting international GMP standards; manufacturing of packaging directly in contact with pharmaceuticals.

  5. Investment in Methadone production facilities.

  6. Investment in and operation of high-performance sports training and coaching centers and sports training centers for persons with disabilities; construction of sports facilities equipped to meet international competition standards; professional sports training and competition facilities.

  7. Investment in and operation of geriatric centers, psychiatric centers, treatment centers for victims exposed to Agent Orange; care centers for the elderly, persons with disabilities, orphans, and homeless children.

  8. Investment in and operation of treatment–education–social labor centers; tobacco addiction treatment facilities; HIV/AIDS treatment facilities; public and private drug rehabilitation centers; community-based drug addiction counseling and support centers at district level.

  9. Investment in and operation of national-level museums, ethnic cultural houses; ethnic singing, dancing, and music troupes; theaters, film studios, film production and processing facilities; fine arts and photography exhibition centers; manufacturing, repairing, and maintenance of traditional musical instruments; preservation and maintenance of museums, ethnic cultural houses, and cultural–art schools; craft villages promoting traditional industries; folk performing arts; investment in the National Library of Vietnam, provincial/municipal public libraries, and other libraries of significant importance.

  10. Investment in facilities supporting the prevention and control of gender-based violence in the community for sex workers.
