Trong bối cảnh Việt Nam đẩy mạnh chuyển đổi số quốc gia, lĩnh vực hành chính công, định danh và xác thực điện tử đóng vai trò quan trọng trong việc giảm thủ tục hành chính, nâng cao tính minh bạch và tăng tiện ích cho người dân.

Nhằm mở rộng phạm vi thụ hưởng dịch vụ công trực tuyến, Bộ Công an (Việt Nam) đang lấy ý kiến đối với dự thảo sửa đổi Nghị định về định danh và xác thực điện tử. Một trong những điểm đáng chú ý của dự thảo là mở rộng đối tượng được cấp tài khoản định danh điện tử (VNeID) cho người nước ngoài cư trú hợp pháp tại Việt Nam từ 90 ngày trở lên, bao gồm cả trẻ em từ 6 tuổi.

Nếu được thông qua, quy định này sẽ giúp người nước ngoài dễ dàng hơn khi thực hiện các giao dịch hành chính, dịch vụ công, thủ tục cư trú và các hoạt động xác thực trên môi trường số — góp phần xây dựng một nền hành chính hiện đại, thân thiện và minh bạch.

A. Những điểm mới đáng chú ý về tài khoản định danh điện tử cho người nước ngoài tại Việt Nam

Điểm đáng chú ý: Khi được triển khai, người nước ngoài tại Việt Nam sẽ dễ dàng thực hiện các thủ tục hành chính và dịch vụ công trực tuyến mà không cần quá nhiều giấy tờ gốc.

B. Lợi ích khi người nước ngoài được cấp tài khoản VNeID

Thuận tiện khi thực hiện các thủ tục hành chính và giao dịch số

Người nước ngoài có thể dùng tài khoản định danh điện tử VNeID để xác thực khi làm việc với các dịch vụ công trực tuyến như:

·     Đăng ký, gia hạn cư trú;

·     Xin cấp giấy phép, thực hiện nghĩa vụ thuế;

·     Ký hợp đồng điện tử, giao dịch ngân hàng, và các thủ tục hành chính khác.
 Giảm đáng kể thời gian chờ đợi và thủ tục rườm rà.

Giảm thủ tục giấy tờ và tiếp xúc trực tiếp

Thay vì phải mang nhiều loại giấy tờ và đến cơ quan hành chính, người dùng có thể thực hiện phần lớn thủ tục qua mạng.  Điều này giúp tiết kiệm công sức, chi phí và hạn chế tiếp xúc trực tiếp.

Nâng cao tính pháp lý và bảo mật

Thông tin cá nhân và dữ liệu sinh trắc học (như ảnh, vân tay) được xác thực giúp bảo đảm an toàn giao dịch, giảm nguy cơ giả mạo hoặc gian lận.

Tạo hồ sơ số thống nhất và liên thông

Khi có tài khoản VNeID, dữ liệu cá nhân của người nước ngoài sẽ được kết nối với các hệ thống dữ liệu quốc gia. Giúp giảm trùng lặp thông tin và hỗ trợ quản lý nhà nước hiệu quả hơn.

Thể hiện môi trường số thân thiện và hội nhập

Chính sách này góp phần xây dựng hình ảnh một Việt Nam hiện đại, minh bạch và sẵn sàng hội nhập quốc tế, tạo điều kiện thuận lợi cho người nước ngoài sinh sống, học tập và làm việc tại Việt Nam.

Điều kiện để người nước ngoài được cấp tài khoản VNeID

·     Cư trú hợp pháp tại Việt Nam: Có thẻ tạm trú, thẻ thường trú hoặc thị thực dài hạn còn hiệu lực.

·     Thời gian cư trú: Từ 90 ngày trở lên hoặc có thị thực dài hạn.

·     Độ tuổi: Từ đủ 6 tuổi trở lên (bao gồm cả trẻ em nước ngoài).

·     Giấy tờ tùy thân hợp lệ: Hộ chiếu hoặc giấy tờ có giá trị đi lại quốc tế.

·     Thông tin liên lạc: Có số thuê bao di động chính chủ (nếu có) và/hoặc email để nhận thông báo kết quả đăng ký.

C. Kết luận & khuyến nghị

Việc mở rộng quyền cấp tài khoản VNeID cho người nước ngoài là một bước tiến lớn trong quá trình chuyển đổi số và cải cách hành chính tại Việt Nam. Nếu dự thảo được ban hành, người nước ngoài sẽ được hưởng nhiều tiện ích, đồng thời góp phần hoàn thiện hệ thống quản lý công dân và cư trú, nâng cao tính minh bạch và hiệu quả.

Tuy nhiên, để đảm bảo quyền lợi người dân và người ngoại quốc, cần:

·     Minh bạch thông tin về quyền riêng tư, bảo mật dữ liệu cá nhân.

·     Đảm bảo thực thi đúng thời hạn, hỗ trợ người nước ngoài trong quá trình đăng ký (ngôn ngữ, hướng dẫn, hỗ trợ kỹ thuật).

·     Triển khai phổ biến rộng rãi để người nước ngoài và cộng đồng hiểu rõ quyền, điều kiện và cách thực hiện.

In the context of Vietnam’s strong push for national digital transformation, the fields of public administration, digital identification, and electronic authentication play a crucial role in reducing administrative procedures, enhancing transparency, and increasing convenience for citizens.

To expand access to online public services, the Bộ Công an is currently seeking public feedback on a draft amendment to the Decree on digital identification and authentication.

One of the most notable changes in the draft is the extension of eligibility for VNeID accounts to foreigners who legally reside in Vietnam for at least 90 days — including children from the age of 6.

If approved, this regulation will make it easier for foreigners to carry out administrative procedures, access public services, handle residence-related procedures, and complete online authentication — contributing to building a modern, transparent, and user-friendly administrative system.

Note: Once implemented, foreigners in Vietnam will be able to complete administrative and public service procedures online more easily, without having to present multiple original paper documents.

B. Benefits of VNeID accounts for foreigners

1. Greater convenience for administrative and online transactions

Foreigners can use their VNeID accounts to verify their identity when accessing online public services such as:

• Registering or renewing residency;
• Applying for permits and fulfilling tax obligations;
• Signing electronic contracts, banking transactions, and other administrative procedures.

2. Fewer paper documents and less in-person contact

Instead of carrying multiple physical documents and visiting administrative offices, users can complete most procedures online — saving time, effort, and costs.

3. Enhanced legal validity and security

Personal information and biometric data (such as photos and fingerprints) help ensure secure transactions, reducing risks of forgery and fraud.

4. Unified and interconnected digital records

With a VNeID account, foreigners’ personal data will be integrated with national databases, minimizing duplicate information and supporting more efficient state management.

5. A more open and inclusive digital environment

This policy reinforces Vietnam’s image as a modern, transparent, and internationally integrated country — making it more welcoming for foreigners living, studying, and working here.

Conditions for foreigners to obtain a VNeID account

• Legal residence in Vietnam: possession of a valid temporary residence card, permanent residence card, or long-term visa.
• Minimum legal stay: at least 90 days in Vietnam or a valid long-term visa.
• Age requirement: from 6 years old and above (including foreign children).
• Valid identification: passport or international travel document.
• Contact information: a registered mobile phone number (if any) and/or email to receive application results.

C. Conclusion & Recommendations

Expanding VNeID account eligibility to foreigners is a significant step forward in Vietnam’s digital transformation and administrative reform. If the draft is officially enacted, foreigners will benefit from streamlined procedures and improved services, while the state strengthens its citizen and residence management system with greater transparency and efficiency.

To ensure the policy is effectively implemented and protects individual rights, it is essential to:

• Provide transparent information about personal data privacy and security.
• Ensure timely implementation and adequate support for foreigners (including language assistance and technical guidance).
• Widely disseminate information so that foreign residents and communities understand their rights, conditions, and registration procedures.
